Report: Mount Vernon Missing Disclosure Forms

MOUNT VERNON, N.Y. – At least two years worth of financial disclosure forms that Mount Vernon officials are required to file each year are missing, according to reports.

In response to a FOIA request made by the Journal News, Brenda Gears of the Mount Vernon Law Department said there are several disclosure forms missing from top officials in 2005 and 2007.

The forms ask officials to list their properties, debts, investments and other employers outside the city. Mount Vernon requires that department heads and elected officials fill out the disclosure forms every year in the spring.

George Brown, the city clerk, is responsible for maintaining the forms.

The city council recently became aware of the missing forms, and Council President Yuhanna Edwards has reprimanded Brown for allowing such a lapse to occur, the Journal News reported.

Mount Vernon is currently engaged in a series of investigations regarding their practices. Mayor Ernest Davis is involved in a federal probe regarding his finances and charity organizations that he founded during previous terms.

The city ethics board is also determining whether Corporation Counsel Nichelle Johnson acted in poor faith when she made use of a car loaned to her by a strip club owner that sued Mount Vernon twice.

Johnson and Davis’ disclosure forms are among those that can’t be found, the published report said.
