A consultant was hired by the Mount Vernon Industrial Development Agency (IDA) who had previously served time in a federal prison for corruption, according to the report. A second consultant was reportedly hired recently despite a conviction for negligent homicide for an incident involving the death of a construction worker in Manhattan

According to the report, Alfonso Prestia began work this summer, doing code enforcement inspections for the IDA, which is headed by Mount Vernon Mayor Richard Thomas.

The IDA recently came under fire after approving a trip for Thomas to fly to Dubai that cost the city more than $10,000.
