Davis sent out a memo to the City Council and department heads asking that all requests for departmental information and meetings go through the mayor's office because every department is under the direct supervision of the mayor.

"I am endeavoring to bring the city to a state of togetherness, devoid of strife that continues to divide and sometimes kill us," Davis said.

Davis said the city needs better communication and needs to be mindful in the way it operates.

"I need to know the City Council's concerns as it relates to each department," Davis said. "Those concerns should be made known through communication with the (mayor's office) and a copy forwarded to the affected department."

Davis said the department heads will be available to the City Council to provide information upon request.

"I am certain that we all want to do our best for the citizens of Mount Vernon," Davis said. "As we move forward with conducting the business of our respective duties, let us do so in cooperative spirit, a manner worthy of emulation by the citizenry that we serve."
