MOUNT VERNON, N.Y. -- A contract to replace more than 4,000 Mount Vernon streetlights has raised questions about the legality of the deal, according to a report in LoHud.com.
Former city Public Works Commissioner Terrence Horton signed a deal with a South Korean firm for LED lights six months before the city asked for a replacement plan, LoHud reported.
City Council candidate Andre Wallace says the deal signed by Horton, who owes the city several thousand dollars in back taxes, amounts to bid rigging, according to LoHud.
