Council member J. Yuhanna Edwards said it might be January before any action is taken. Edwards said the proposed budget was whittled down to a 6.15 percent tax levy increase from 6.65 percent a week ago by eliminating expenses in departments across the city.

"We might go over the cliff," Edwards said. "We need to start the budget process in August next year so we are able to get more done."

The City Council will meet at 10 a.m. Friday at City Hall.
