In the 17-page lawsuit, Anthony Smith, says officers were not properly trained to deal with an emotionally disturbed person. Police, who'd been at his apartment before to take him to a doctor, said he lunged at them with a knife and scissors, lohud.com says.

This federal lawsuit follows similar ones in New Rochelle and White Plains and all three are being handled by the same law firm, lohud.com reports.
