'Sexually Violent' Offender Reports Move To Mount Vernon

A registered "sexually violent" offender convicted of having non-consensual sexual contact with a woman has reported a move in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 57-year-old Cesar Urbina, who has moved to an apartment on Cooley Place in Mount Vernon.

The Division of Criminal Justice Services has assigned Urbina as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent sex offender.

According to the Division of Criminal Justice Services, Urbina had sexual contact with his adult female victim in August 2009. He was convicted of first-degree attempted sexual abuse through forcible compulsion in July the following year and sentenced to a term of four years in state prison. He is now under the jurisdiction of the Mount Vernon City Police Department.
