'Sexually Violent' Offender Reports Move To Mount Vernon

A registered "sexually violent" offender convicted sexually abusing four female victims under the age of 14 has reported a move in Westchester.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 32-year-old Gerald Duncan, who has moved from an apartment in Yonkers to a residence on Beekman Avenue in Mount Vernon.

The Division of Criminal Justice Services has assigned Duncan as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent sex offender.

According to the Division of Criminal Justice Services, Duncan had sexual contact or intercourse with his female victims, who were 6, 10, 10 and 13 years old in 2001. He was convicted of first-degree sexual abuse, criminal sexual act, second-degree rape and first-degree rape in November 2004 and sentenced to five years in state prison. The Division of Criminal Justice Services said that Duncan used coercion, threat and "immediately and physically overpowered" his victims. He is now under the jurisdiction of the Mount Vernon City Police Department.
