'Sexually Violent' Offender Reports Move To Mount Vernon

A registered "sexually violent" sex offender convicted of raping an 11-year-old girl has reported an address change in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 31-year-old Rashawn Andrews, who has moved from Valhalla to a residence on Stevens Avenue in Mount Vernon.

The Division of Criminal Justice Services has assigned Andrews as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent offender.

According to the Division of Criminal Justice Services, Andrews had sexual intercourse with his victim in 2007 before being arrested by the Yonkers Police Department SOR Unit. He was convicted of first-degree rape the next year and sentenced to eight years in state prison. Andrews reportedly knew his victim and used coercion to commit the crime. He is now under the jurisdiction of the Mount Vernon City Police Department.
