Mount Vernon Contractor Banned By State, Report Says

MOUNT VERNON, N.Y. - Since taking over in Mount Vernon in January 2016, Mayor Richard Thomas has made demolishing “zombie” homes and structures throughout the city a top priority.

However, according to a lohud report, he may have employed a contractor who’s on the New York State Department of Labor’s public work debarment list.

According to the report, Queen City Carting CEO Frank Miceli, Jr. demolished four “zombie” homes over the summer, although he was banned from doing so by the state Department of Labor.

The report states that the cost of the scope of work Miceli and Queen City Carting completed nears $150,000, which the city allegedly intends to attempt to recover. Companies are placed on the disbarment list if they falsify payroll records or the kickback of wages and supplements.

Since taking office, Thomas has demolished multiple “zombie” structures, sometimes controversially and without the consent or knowledge of the Mount Vernon City Council.
