MOUNT VERNON, N.Y. – The Mount Vernon City Council voted 4-1 to bond $3 million for property tax refunds.

The City Council, with the exception to Council member Deborah Reynolds, approved bonding the money for tax refunds that was previously awarded by a court. The City Council previously cut funding for tax refunds in the 2013 budget to lower the tax rate to make for a 6.15 percent increase.

“This money can only be used for those who fall into the tax refund category, which has already been determined by a court of law,” said Council member Karen Watts-Yehudah.

Council President J. Yuhanna Edwards said he voted to borrow money for tax refunds because the city’s situation is “dire.” Edwards said if the City Council didn’t bond for the refunds, the taxpayers would have to pay the bill.

Reynolds said she voted no because she doesn’t think the residents should bear the burden of assessment mistakes.

“These mistakes have been happening in Mount Vernon for many years due to overassessment,” Reynolds said.
