'Lifetime' Sex Offender Reports Move To Mount Vernon

A registered "lifetime" sexual offender convicted of sexually abusing a 4-year-old girl repeatedly has reported a move in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 39-year-old John Moses, who has reported an address change from Valhalla to a residence on East Lincoln Avenue in Mount Vernon.

The Division of Criminal Justice Services has assigned Moses a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated for lifetime registration, though he is subject to petition for relief.

According to the Division of Criminal Justice Services, Moses sexually abused his 4-year-old victim in 1998. He was convicted of four counts of first-degree sexual abuse in September the following year and sentenced to a term of five years probation, including six months of time served in jail. Moses was also fined $150. He is now under the jurisdiction of the Mount Pleasant Town Police Department.
