New Rochelle Outsources Graffiti Removal To Improve Response Time

NEW ROCHELLE, N.Y. - In an effort to rid New Rochelle of graffiti on public and private properties, the city is launching an initiative that promises expeditious elimination of unwanted art.

Under the recently launched Graffiti Removal Program, city officials have pledged that any reported street art to the City Manager’s office will be removed within 48 hours of receiving the call.

Although that ordinance is already in the city code, City Manager Charles Strome noted that staffing levels at City Hall hadn’t allowed for consistent enforcement. Instead, they will outsource the task, using an outside contractor to remove graffiti.

“We can now effectively commit to our own cleanup, and turn our attention to enforce the code for private properties,” he added.

According to Strome, graffiti defacing public property will be removed within 48 hours of being reported, and on private properties, an abatement notice will be issued to owners within two business days of graffiti being reported to the city. Property owners will then have 10 days to remove the graffiti, or the city will do so and bill the resident.

“This policy underscores our commitment to a community that is cleaner and more attractive, neighborhoods that are more livable and commercial areas that are more inviting,” New Rochelle Mayor Noam Bramson said in a statement.

“The new policy should help make our community more attractive, livable and inviting. This quick removal of graffiti discourages people from defacing property in the first place.”
