William S. Smart, 59, of Poughkeepsie, was arrested about 12:45 p.m. Tuesday, authorities said.

Sheriff's deputies were contacted to respond to the jail for a report of a visitor who was found with contraband. Further investigation revealed that Smart had come to the jail to visit an inmate and, during the visit, was observed by jail staff allegedly passing contraband to the inmate, authorities said.

The material was seized and found to be a small quantity of pills and marijuana, authorities said.

Smart was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor; second-degree promoting prison contraband, a misdemeanor; and unlawful possession of marijuana, a violation.

After being processed, he was released on an appearance ticket and is due to reappear in Poughkeepsie City Court on Monday.
