Quadir Dukes-Hill, 18, of Drexel Hill, and Nahjee Whittington, 18, of Philadelphia, were charged with murder, among other offenses, in Saturday's shooting on South Street, Assistant District Attorney Joanne Pescatore said at an afternoon news conference.
They are expected to be extradited to Pennsylvania, where they will be held without bail.
Dukes-Hill is charged with the death of Alexis Quinn, 27, while Whittington is accused in the death of Kristopher Minners, 22, the ADA said.
The shooting also killed Gregory Jackson, 34, and left nearly a dozen people injured, police previously said.
Authorities previously announced the arrests of two other suspects, Quran Garner, 18, and Rashaan Vereen, 34, who were believed to be part of a group of three men who ignited the chaos that broke out just before midnight, authorities said.
Dukes-Hill and Whittington did not know Garner or Vereen and randomly fired after hearing gunshots, according to prosecutors.
Garner was also injured in the shooting after he shot at a police officer who returned fire, police said.
Garner was charged with aggravated assault and aggravated assault on law enforcement officers, records show. He was being held on $2 million bail.
Vereen was arraigned on charges of attempted murder, aggravated assault, and more, according to court records. He was being held on $350,000 bail.
"I continue to call on lawmakers at the state and federal levels to honor these grieving families with urgent action on commonsense gun manufacturing and sale restrictions — which are supported by a majority of Pennsylvanians and Americans," DA Larry Krasner said.
"Inaction is complicity in such senseless, preventable bloodshed.”
