Albert Zihenti of Hudson Greenwich LLC in New York City, who owns the property at 545 South Fulton Ave., is proposing the building, according to LoHud.com. In 2008, a fire destroyed KEM Chemical and forced an evacuation of the neighborhood.

The Mount Vernon zoning board will review the proposal this week. Varieances for parking and building height are likely to be required. Click here for the LoHud.com report.
