Cell phone users in the Empire State pay an average of 17.74 percent of their monthly bill in state and local taxes. Only Washington (18.6 percent) and Nebraska (18.48 percent) have higher state and local fees.
When coupled with the federal tax of 5.82 percent, New Yorkers effectively pay 23.56 percent of their bill in taxes and fees.
The states with the lowest state and local fees are Oregon (1.76 percent), Nevada (1.86 percent), Idaho (2.62 percent), Montana (6 percent) and West Virginia (6.15 percent).
